The Holistic Decentralization Congress weekly meeting in Lebanon

This congress aims to produce a common action plan. It discusses the difference between decentralization and federalism, which are two difference concepts. The new idea that was discussed was comprehensive decentralization. Administrative decentralization is a solution for administrative problems and some financial issues, but it neglects economic problems and political problems that are very important in Lebanon. Therefore, the congress proposed political decentralization and federalism – that has been the demand of a large number of Lebanese citizens and is being widely discussed recently – because countries with religious, social, racial and cultural diversities need a regime that protects these diversities. Federalism is not a segregation of Lebanon; it is an organizational process that preserves economic, social and political rights of different groups within the same country.
